Security and the Challenge of Illicit Trafficking: Med-Or’s Second Masterclass at Luiss

On 20 April, the second Masterclass of the series “Strategy and Security in the Broader Mediterranean”, entitled “Security and the Challenge of Illicit Trafficking,” was held at Luiss Guido Carli University. The event was organized by the Med-Or Italian Foundation and the Luiss School of Government.

On 20 April 2026, the second Masterclass in the series “Strategy and Security in the Broader Mediterranean” took place at the Viale Pola campus of Luiss Guido Carli University. The initiative was promoted by the Med-Or Italian Foundation in collaboration with the Luiss School of Government.

The Masterclass, entitled “Security and the Challenge of Illicit Trafficking,” examined one of the most significant issues in the contemporary geopolitical landscape, offering a comprehensive reflection on the dynamics of illicit trafficking and its impact on both national and international security. The initiative forms part of a broader educational programme aimed at fostering dialogue among institutions, academia, and strategic stakeholders, with the objective of analysing the main challenges affecting the Broader Mediterranean.

The Masterclass opened with institutional remarks by Gaetano Quagliariello, Dean of the Luiss School of Government, followed by an introductory address by CASD researcher Stefano Marcuzzi. The event continued with a dialogue between Claudio Galzerano, Central Director for Immigration and Border Police, and Andrea Manciulli, Director of Institutional Relations at the Med-Or Italian Foundation.

Moderated by Giancarlo Loquenzi, the discussion addressed the theme of security from a multidisciplinary perspective, with particular emphasis on tools to counter illicit trafficking, the role of institutions, and international cooperation. The discussion highlighted the need for integrated strategies combining intelligence, technological innovation, and coordination among public and private actors. The Masterclass concluded with an analysis of possible future scenarios and strategic perspectives for security in the Broader Mediterranean.

This second Masterclass, part of a cycle of six meetings organised by the Med-Or Italian Foundation in collaboration with its partners and the Luiss School of Government, is included within a broader programme of initiatives devoted not only to strategic reflection on the principal economic and geopolitical challenges affecting the country system, but more generally to the promotion of advanced specialised education.

The “CyberBridge” project is aimed at African countries and is designed to integrate technical expertise with policy capabilities, promoting a multi-level approach to digital resilience through specialist training, diplomacy, and cyberspace governance.
