When Transport Corridors Become Targets

The Emerging Geoeconomics of the U.S.-Iran Conflict

Bridges, railways, and ports are emerging as a new front in the confrontation between the United States and Iran. More than simply striking individual pieces of infrastructure, recent attacks appear to signal growing pressure on the connectivity networks that underpin Iran's economic and logistical resilience—and, indirectly, the interests of its principal Eurasian partners. It may also explain why Washington has so far avoided publicly confirming some of the campaign's most politically sensitive targets.

The first episode dates back to July 9. According to Iranian state media and public statements by the Islamic Revolutionary Guard Corps (IRGC)—sources that inevitably reflect Tehran's official narrative—U.S. cruise missiles struck the Aq Tekeh Khan railway bridge in Iran's Golestan Province, damaging the Gorgan–Incheh Borun railway line. The bridge forms part of one of Iran's main rail links with Turkmenistan and connects to the broader Kazakhstan–Turkmenistan–Iran corridor stretching into Central Asia.

Washington has never acknowledged the strike, and U.S. Central Command (CENTCOM) did not include the bridge among the targets it officially identified. Based on the information currently available, it also cannot be ruled out that attacks against this type of infrastructure may have been carried out by Israel as part of the broader military campaign against Iran. What is notable, however, is that Tehran has consistently highlighted the incident, while reporting by local sources—later picked up by international media—has provided additional indications that civilian and logistical infrastructure has indeed come under attack.

A second episode followed on July 17. Iranian state media reported strikes against six bridges in Hormozgan Province, Bandar Abbas railway station, the control tower at Shahid Kalantari Port in Chabahar, and additional infrastructure along Iran's southern coastline. Once again, CENTCOM declined to publish a detailed target list, stating only that the operation was intended to "further degrade Iranian military capabilities" and its "military logistics system."

The decision not to identify individual targets may be almost as significant as Tehran's accusations. Both sides appear to have an interest in preserving a degree of strategic ambiguity over attacks involving critical infrastructure.

That ambiguity deserves closer attention. For Tehran, attributing strikes on bridges, railways, and ports to the United States reinforces the argument that Washington is targeting not merely military assets but also the logistical architecture Iran has painstakingly developed to mitigate sanctions and preserve strategic connectivity with its regional partners. That network supports an important share of Iran's economic and logistical resilience.

For Washington, by contrast, publicly confirming attacks on such infrastructure would risk reinforcing precisely that narrative. It could lend greater credibility to accusations that the United States is targeting civilian infrastructure while drawing international attention to a dimension of the campaign whose implications extend well beyond Iran itself.

The Aq Tekeh Khan bridge illustrates why this matters. Located on the Gorgan–Incheh Borun railway, it connects Iran to Turkmenistan's rail network and, through the Kazakhstan–Turkmenistan–Iran corridor, to Central Asian markets. The same route also forms part of the International North-South Transport Corridor (INSTC) and intersects with China's Belt and Road Initiative (BRI). Rather than representing a purely national asset, the bridge is part of a broader connectivity network linking the Persian Gulf, the Caspian Basin, and the Eurasian landmass.

For Tehran, these corridors have become an essential component of strategic resilience. Over the past decade, Iran has invested heavily in overland routes connecting the country to Central Asia, Russia, and the Caspian region in order to reduce dependence on maritime trade routes that remain vulnerable to sanctions, surveillance, and potential interdiction. As tensions around the Strait of Hormuz continue to rise, the ability to keep those land corridors operational becomes increasingly important—not only economically, but strategically.

The implications, however, extend far beyond Iran. The country's transport infrastructure forms part of a wider network that is already used—or is expected to play a growing role—for several of Tehran's strategic partners. China views Iran as an important node for diversifying sections of the Belt and Road Initiative toward the Middle East, Europe, and potentially Africa. Russia has steadily expanded logistical cooperation with Tehran through the Caspian axis and the INSTC. India likewise sees the corridor as a potential gateway to Central Asia and Eurasia, while Central Asian states have invested in connections through Iranian territory to diversify their access to Gulf markets.

Against this backdrop, attacks on transport infrastructure acquire significance well beyond their immediate tactical effects. Even when physical damage is limited or rapidly repaired, increased vulnerability can undermine confidence in these corridors, raise insurance and transportation costs, and discourage their commercial use. In much the same way that instability in the Strait of Hormuz reshapes global energy calculations, the perceived insecurity of overland corridors can reduce the strategic value of Iran's alternative trade routes. In this sense, targeting infrastructure may also reinforce the broader sanctions regime by weakening the resilience of the connectivity networks designed to mitigate its impact.

More than the fate of a single railway bridge, these episodes point to a broader transformation in the character of contemporary conflict. Strategic competition is increasingly extending into the domains of connectivity and geoeconomics. Railways, ports, airports, energy infrastructure, logistics hubs—including digital infrastructure such as data centers—and trade corridors are no longer merely instruments of economic development. They constitute the backbone through which states preserve operational continuity, sustain military mobility, secure supply chains, and project influence across regions. Targeting them simultaneously affects both security and economic power, making the distinction between civilian resilience and military resilience progressively less meaningful.

This evolution is by no means unique to Iran. At the recent NATO Summit in Ankara, the Alliance further reinforced the idea that critical infrastructure resilience should be treated as an operational requirement rather than simply an element of civil preparedness. Transport networks, energy systems, communications, logistics, and military mobility are now increasingly viewed as integral components of collective defence. The lessons emerging from Ukraine are particularly instructive. Military superiority alone does not guarantee operational success if rail networks are disrupted, ports become inoperable, power generation is degraded, or logistics chains are interrupted. In modern warfare, civilian infrastructure has become an indispensable enabler of military effectiveness.

The events in Iran should therefore be understood within this broader strategic context. Beyond the unresolved questions surrounding the attribution of individual strikes, they illustrate how critical infrastructure is becoming one of the principal arenas of geopolitical competition. At the same time, regional efforts to reduce dependence on the Strait of Hormuz are accelerating through the construction of alternative pipelines, transport corridors, ports, and logistics networks crossing the Arabian Peninsula. These projects are intended to strengthen geoeconomic resilience by introducing greater redundancy into regional connectivity. Yet they also create an inherent strategic paradox.

The very infrastructure designed to reduce vulnerability simultaneously expands the number of assets that competitors can target. Every new railway, pipeline, logistics hub, port, or digital backbone increases the resilience of regional trade networks while also enlarging the surface available for coercion, disruption, or military pressure. Resilience and vulnerability are therefore no longer opposing concepts. Increasingly, they evolve together.

This may ultimately be the most important lesson emerging from the recent campaign against Iran. The future of strategic competition will depend not only on the ability to control territory or defeat military forces, but increasingly on the ability to protect—or disrupt—the infrastructure that allows states to move goods, energy, information, capital, and military forces under conditions of sustained pressure. In an era defined by connectivity, critical infrastructure is no longer simply a supporting element of national power. It has become one of its primary instruments.
